What is Wrong with My Surge Protector?

i have a Monster Power Surge protector where i had a my PS3, My TV and my Fan plugged into. The other day i turned off everything plugged into it but the next morning the surge protector started making a shocking noise and my circuit breaker shut the power off in that area and now when plug my surge protector it starts beeping but it only beeps when i switch it off. when its on it doesn't beep. is it safe to use?
